All secondary suite applications were approved except for the item listed below:
- A land use application seeking redesignation for the purposes of future redevelopment in Capitol Hill was not approved.
All other land use items were approved except for the item listed below:
- Calgary Planning Commission recommended the refusal of an application to amend a land use bylaw in Britannia to include “Parking Lot – Grade” as an additional discretionary use. The CPC recommendation was filed and the bylaw was approved after amendment.
1. The City continues to work towards official confirmation of financial support from federal and provincial governments for the creation of a 2026 Olympic and Paralympic Winter Games Bid Corporation (BidCo).
Council has approved the following recommendations in the interim:
- Incorporate a BidCo to continue exploring a bid for the 2026 games.
- Give the Deputy City Manager the authority to exercise all powers and voting rights on The City’s behalf (subject to first seeking Council direction).
- Give the Mayor the authority to execute all BidCo resolutions and related documents required to establish the appropriate membership and governance structure of BidCo on behalf of The City (subject to the satisfaction of the Deputy City Manager, The City Solicitor, and General Counsel).
- Release an additional $1 million of Fiscal Stability Reserve funds that Council approved in November 2017.
- Approve a one-time increase in the 2018 operating budget of $2.5 million from the Fiscal Stability Reserve to complete the required $9.5 million total funding commitment to the BidCo.
- Update, including a robust public engagement plan and proposed reporting structure from BidCo, to Council on April 10, 2018
The Economic Development Investment Fund (EDIF) is an effort to create a more agile and responsive approach to supporting economic recovery and growth in Calgary. Council has allocated $100 million for the long-term funding of the EDIF. They approved the creation of: a non-profit Wholly Owned Subsidiary to govern the fund and approved Terms of Reference; Reserve Terms and Conditions; funding approval levels; decision-making authority; and the Governance Board members (nominated for a term of one year). The newly formed EDIF Subsidiary will report back to Council on the results of the pilot governance structure in early 2019.
Following extensive analysis and assessment, the Committee recommended that Council proceed with a two-phased approach aimed at improving wheelchair accessible taxi service delivery. Council has approved phase one, which includes the implementation of an annual incentive for recipients who are clearly improving service delivery to customers with specific accessibility requirements. This approach will be funded primarily through a surcharge of $0.20 per trip applied to all taxi and TNC trips. Amendments reflective of this change will be brought forward no later than Q4 2018.
The effectiveness of the program will be monitored for up two years. During this time the viability of phase two, a centralized dispatch to manage Calgary Transit Access, would be explored.
Council has directed Administration to review opportunities to improve compliance during snow route parking bans. This review will include: (1) identification of alternative parking for residents who normally park on a snow route; (2) opportunities to improve communications to the public regarding when, and for how long, snow route parking bans are in effect; (3) how internal departments can better coordinate enforcement services, and; (4) if current fine schedules are effective.
In July 2017, Council directed that administration undertake an independent consultant’s review of the Calgary Fire Department’s Fire Service Level Response Time Target policy. This review was part of a larger effort to evaluate options for setting response times in new community growth areas. In response to this review, Administration recommended that Council approve, as an interim measure, a maximum fire response time of 10 minutes, 90 percent of the time, in new communities as they develop, enabling development of new areas to commence prior to meeting the long-term performance target. Council did not approve this amendment to the policy.
