2017 Citizen Satisfaction Survey Results

Council received for information a presentation on the results of the 2017 Citizen Satisfaction Survey.  The Citizen Satisfaction Survey is an important tool for examining the larger picture of citizens’ overall perceptions of, and satisfaction with, The City of Calgary. This presentation represents a public release of the 2017 survey results. The presentation deck and the full report is now posted to Calgary.ca.

Alberta Community Partnership Grant-Regional Recreation Study for The City of Calgary and Rocky View County

Council approved The City of Calgary’s involvement in the Alberta Community Partnership grant application and project titled: Regional Recreation Study for The City of Calgary and Rocky View County and directed administration to bring a report on the project outcomes to the Intergovernmental Affairs Committee upon completion of the project.

Setting Mayoral and Councillor Term Limits and Recall

Council did not approve a motion on setting mayoral and councillor term limits and recall to three terms. Discussion lead to the following Notice of motion’s arising were approved by council:

• Council request the Mayor write a letter to the province requesting amendments to the Local Authorities Election Act on the topics of an elected member of council being nominated to run as a candidate for provincial or federal level of government resigning their position at city council and forfeit transition allowance upon being elected as an MLA or MP and; that the candidate’s surplus campaign funds or those generated since the last municipal election be donated to The City for the purpose of defraying the costs of a by-election.

• Council requests that the topic of Electoral Reform be added to a future meeting of the Intergovernmental Affairs Committee.

Improving Accessibility and Reducing Injuries through Snow and Ice Control Reform

Council approved a motion to direct Administration to review walking-focused snow and ice control policies to improve the accessibility, safety, and equity of Calgary’s walking network; and that Administration report to Council with options to improve walking-focused snow and ice control, including One Calgary budget impacts, returning through the Standing Policy Committee on Transportation and Transit by the end of Q2 2018.

Spending on External Conferences

Council approved amendments to a motion that limits the number of members of council attending The Federation of Canadian Municipalities 2018 Annual Conference to the Mayor, FCM Board Director and five Councillors to be chosen by a vote of Council, and that attendees of the FCM 2018 Annual Conference present a two-minute summary along with a one-page written summary of findings and value achieved from the Conference at IGA Committee Meeting no later than July 2018. Council also directed the Coordinating Committee of the Councillors Office (CCCO) to draft a Council policy with respect to travel for future Federation of Canadian Municipalities and Alberta Urban Municipalities Association conferences attended by Councillors occurring at the taxpayers’ expense and return to Council no later than 2018 Q3.

Olympic Bid Update

Council received for information a verbal update on the Olympic Bid including information on the IOC visit to Calgary, project updates, BidCo Funding Commitments and Observer Program Commitments.  Council directed Administration to return to Council with an update on the financial commitment towards a Bid Corporation by the other orders of government and a debrief regarding the PyeongChang Observer Program no later than 2018 March.
