Transportation and Transit Committee- March 8, 2018
In June 2017, Council directed Administration to work with stakeholders to develop a plan addressing parking and transit connections at the Genesis Centre. Public engagements revealed the following themes: (1) lack of event space parking for the Genesis Centre; (2) general concern around vehicle congestion and the design of Saddletowne Circle, and; (3) a need for additional pathway access for pedestrians and cyclists.
Administration reviewed several possible parking solutions but determined that changes to parking would need to take place within existing parking lots, which falls to the operators of the facility. The Roads Traffic Safety team commissioned an In-Service Safety Review of Saddletown Circle and will include the review of this information into their work plan. The upcoming North Crosstown BRT service will improve transit access and shorten commute times to the facility in the near future. An investigation revealed several missing pathway connections that could increase accessibility to the Genisis Centre for cyclists and pedestrians. As the Pathways and Bikeways Plan is currently being updated, these connections will be considered as part of the network development. The Committee recommended that council consider the identified missing connections in the Pathways and Bikeways Plan update for prioritization.
Administration has undertaken the study of five items as related to park and ride lots and recommended that Council approve four principles to guide operational decisions and improve customer experience:
- Make park and ride easier to use by increasing the certainty of finding a space
- Offer some free stalls on all CTrain lines
- Build transit ridership by pricing competitively with alternatives and optimizing the use of available stalls
- Respond to changing technology that improves the customer experience
The newly formed Calgary Metropolitan Region Board (CMRB) has been established to help the region coordinate decision-making and work collaboratively. The Committee recommended that the CMRB continue its review of intermunicipal transit solutions including opportunities for satellite parking lots (at the edge of, or outside city limits) and associated bus service.
